The two charges — s. 182(2) and s. 144(9)

Any sign anywhere vs a sign at an intersection.

s. 182(2) — every driver shall obey the instructions on any sign erected in accordance with the HTA or regulations. It applies to any HTA sign, anywhere on a highway.

s. 144(9) — every driver shall obey a sign erected at or near an intersection. It typically arises from no-turn signs and time-restricted turn prohibitions. Here the intersection geometry — which leg, which direction, which movement — is critical to the actus reus, and it’s exactly what the certificate and the officer’s notes often fail to establish.
